You can only execute code,
when Session_OnEnd fires, via global.asax

The Global.asax can only run, when I make the folder an
IIS application right? Is it possible to run the
Global.asax without making the folder an IIS application?

Global.asax will not execute unless the folder
is at least a virtual directory, or an application.
